Moves UX Design and UX Observability from root skills/ into .agents/skills/ alongside the two existing workflow skills. Updates the root AGENTS.md links and delivery documentation, and removes the empty old directory.
Closes#16. Both moved skill files are byte-for-byte unchanged. Validated all four skill paths, the updated UX references, removal of the old directory, and whitespace checks. No runtime changes or tests required.
