Move UX Design and UX Observability from skills/ into .agents/skills/ alongside existing workflow skills. Update all current references and remove the empty old directory.
Acceptance criteria
All four repository skills live under .agents/skills/.
References resolve to the consolidated location.
Skill contents are preserved and diff checks pass.
Changes are committed, pushed and documented in a PR.
