User-facing work now has a concise root UX policy linking independent UX Design and UX Observability skills. The skills provide actionable design rules and complementary completion checklists, with semantic journey measurement, privacy, and explicit limits on low-value telemetry.
Scope: AGENTS.md, the two requested skills/ paths, and docs/implementation.md. Existing project conventions take precedence unless a concrete reason supports changing them. No application behavior or analytics events change.
Validation: both skill-creator quick_validate.py checks passed in a temporary environment with PyYAML (the initial system Python attempt lacked that dependency); root links and scaffold checks passed; git diff --check passed. Reviewed request coverage, duplication, contradictions, and actionable wording. Runtime tests and security scans were not run for this documentation-only change.
